On Thursday, 21 September, the 2023 World Rowing Masters Regatta started at Roodeplaat Dam in Tshwane, South Africa, with the Opening Ceremony featuring performances, speeches and a flag procession.

Among the speakers were Sean Kerr, president of the South African Rowing Federation, Cilliers Brink, the Executive Mayor of the City of Tshwane, and Patrick Rombaut, World Rowing Executive Committee.
